The Motorvalley Region

This month I interviewed Duccio Campagnoli, the Assessor of the "Motorvalley" -- the motor industry pole that is home to Ferrari, Maserati, Lamborghini and Ducati -- who has just concluded his third five-year term as Assessor of Industry of the Emilia-Romagna region.

Q: Could you explain the salient points of progress in the region during your terms?

A: Emilia-Romagna is the Italian region which became famous for its original economic and productive model, studied in recent years by international experts, also from the US: "the productive model of the small and medium- sized business and of the territorial economy based on districts." Starting from an economy of many small artisans, we created a manufacturing system of excellence, with famous brands and products in leading positions in the international marketplace.

We are the leading region regarding the motor industry. To begin with, sports and luxury cars: visitors to Motorvalley, between Maranello and Modena and Bologna, can see within 50 km of each other, the industrial complexes and Halls of Fame of Ferrari, Maserati, Lamborghini and of the red Ducati motorcycles.

Emilia-Romagna's industry is a leader in the international marketplace, in the sectors of industrial machines, packaging for shipping every type of product, from tea bags to pharmaceutical packaging, to high-quality gastronomy. From machines for agriculture to construction or for woodworking industries. From ceramic tiles to foodstuffs, some of the most well-known products that are made in Italy are cheese and prosciutto from Parma and pasta and wine, which with our packaging are conserved fresh and safe for consumption and are exported all over the world.

The secret of these successes is our "in the network" production, with the collaboration of many different producers and companies. All is processed efficiently and to high-quality standards: from the "mother" company which plans and sells the finished products to the supplying companies, which plan and fabricate the single components on a "just-in-time" basis. That's why that alongside the entrepreneurial and manufacturing capabilities, the territorial economy is so very important: for the policies of the institutions, businesses and public services.

Firstly, years ago, the territorial economy was paramount in order to create well-equipped industrial areas with energetic and logistic services at affordable prices for these networks of small and medium-sized companies. And then again, in order to face technological revolutions in the economy, to create basic and permanent training centers, industrial research laboratories in our four universities at Bologna, Modena, Ferrara and Parma, which work with companies to produce constant technological innovation. This is the accomplishment that I am most proud of -- we created throughout the region a new network of industrial research that comprises 10 technology poles, with nearly 50 laboratories, based on the Boston MIT labs, where more than 1,000 new young researchers are employed.

Q: How is the region structured to face these times of crisis?

A: With this vast change in the economy, which has spread worldwide, there is the risk of outsourcing abroad, to Eastern Europe or to Asia, due to the cheaper labor costs, however, investing even more in quality and innovation, we have seen that it is feasible: technology offers new solutions for productivity and quality can't be outsourced so easily. Basically, this is the same challenge of the Fiat-Chrysler partnership. The new emerging countries are competitive but they also offer extraordinary markets: our exports to China have grown tenfold in a decade. Lastly, we've seen how professional and specialized skills are a resource that cannot be substituted.

The crisis of the last two years has also been heavily felt in Emilia-Romagna, mainly for the drop in exports. Recently we've registered growth, but we need to operate on the international marketplace in order to understand the lesson and change ways: from investment in the financial economy to investment in the real economy; from imposed consumerism to the consumers' need for quality; from material goods to services for the population and for the city; from cost-cutting to the promotion of the value of work. These are the policies that we've chosen in our region.

Abbiamo intervistato Duccio Campagnoli, Assessore del "Motorvalley" - il polo motorizzato che ospita le scuderie Ferrari, Maserati, Lamborghini e Ducati - al termine del suo terzo mandato quinquennale come Assessore alle Attività Produttive della Regione Emilia-Romagna.

Può spiegare i punti salienti di progresso nella regione durante i suoi mandati?

L'Emilia-Romagna è la regione italiana divenuta famosa per il suo modello di economia e di produzione originale, studiato in questi anni da esperti internazionali, USA compresi: " il modello produttivo della piccola e media impresa, l'economia territoriale dei distretti". A partire da una economia di tanti piccoli artigiani,si è creato un manufacturing system di eccellenza,con brand e prodotti famosi e in posizione di leadership nel mondo.

Siamo la regione regina della meccanica. A cominciare dall'automotive sportivo e di lusso: chi viene a visitare la Motorvalley, tra Maranello di Modena e Bologna, può vedere in 50 chilometri gli stabilimenti e le gallerie delle vittorie di Ferrari,Maserati, Lamborghini, della moto rossa Ducati.

L'industria dell'Emilia Romagna ha posizioni di leadership internazionale, nel settore dell'industrial machinering; packaging, per il confezionamento di ogni prodotto, dalle bustine del te ai contenitori di medicinali, ai prodotti alimentari di qualità. Nelle macchine per l'agricoltura o per l'edilizia o per l'industria del legno.Nelle piastrelle in ceramica, e nel cibo, i prodotti più conosciuti del Made in Italy: il formaggio e il prosciutto di Parma, la pasta, il vino, che con questo confezionamento vengono conservati in freschezza e sicurezza, ed esportati in tutto il mondo.

Il segreto di questi successi sta in una produzione "on network", nella quale collaborano tanti diversi produttori ed imprese. Tutto deve svolgersi con efficienza e qualità: dall'azienda madre che progetta e vende il prodotto finito alle aziende fornitrici, che progettano e realizzano "just in time" le singole parti. Ecco perchè accanto all'abilità imprenditoriale e manifatturiera è stata importante l'economia del territorio: le politiche delle istituzioni, dei business e servizi pubblici.

Prima, anni fa, per creare aree industriali attrezzate e servizi energetici e logistici a buoni costi per queste reti di piccole e medie imprese. Poi, di fronte all'economia delle rivoluzioni tecnologiche per creare i centri di formazione professionale, di base e permanente, laboratori di ricerca industriale nelle nostre 4 università di Bologna, Modena, Ferrara, Parma, capaci di lavorare con le imprese per produrre innovazione tecnologica costante. Questo è stato il lavoro di cui sono più orgoglioso: abbiamo creato in tutta la regione una nuova rete di ricerca industriale che conta 10 grandi tecnopoli, con quasi 50 laboratori un po' sul modello dei labs del MIT di Boston, dove lavorano oltre 1000 nuovi giovani ricercatori.

Come è strutturato la regione per far fronte a questi tempi di crisi?

Con il grande cambiamento dell'economia diventata globale è arrivato il rischio delle delocalizzazioni nell'est Europa o in Asia, dato i minori costi del lavoro, ma puntando e investendo ancor più in qualità e innovazione abbiamo visto che la partita si può giocare: la tecnologia offre nuove soluzioni per la produttività, e la qualità non si può "spostare" facilmente. Questa in fondo è la scommessa anche dell'accordo Fiat-Chrysler. I nuovi paesi emergenti sono concorrenti ma offrono anche straordinari mercati: il nostro export verso la Cina è cresciuto di 10 volte negli ultimi 10 anni. Infine abbiamo visto come il lavoro professionale e specializzato sia una risorsa insostituibile.

La crisi di questi 2 ultimi anni si è sentita pesantemente anche in Emilia Romagna, soprattutto per la caduta dell'export. Ora si avverte la ripresa ma occorre operare nel mondo per comprendere la lezione e cambiare strada: dall'investimento nell'economia finanziaria all'investimento nell'economia reale; dal consumismo imposto ai bisogni di qualità dei consumatori; dai beni materiali ai servizi per le persone e delle città; dal taglio dei costi alla promozione del valore del lavoro. Questa è stata la politica che abbiamo scelto nella nostra regione.
